Power in the food system is determined by policies governing land and water use, economic development, labor, public health, infrastructure, transportation, housing, and education. Ideally, policies in all of these areas would help ensure that everyone has access to healthy, culturally appropriate food; protect air, water, and land; support the farmers, fishermen, producers, and workers who put food on our tables; and give all communities the ability to self-determine their food environments. Where these policies fall short, there are opportunities for change.

The Alliance leverages our network to advance policies that cultivate a just food system. We work with partners to organize advocacy efforts, uplift community voices in decision-making spaces, and support successful adoption of equitable policies.

OUR POLICY AGENDA & PLATFORM

San Diego County Food Vision 2030 is our agenda and policy platform to build a healthier, more sustainable, and more just food system throughout our region. Within San Diego Food Vision 2030, we highlight ten objectives/priority areas. As of Fall 2022, we have identified five policy priority areas that we will focus on first to address high-need and gaps within San Diego County.

Campaigns

 

Local Policy Advocacy

  • CFPP will support a wide range of community food processing, production, and distribution projects across San Diego County. These projects aim to support the region’s most vulnerable communities, specifically those who have been disproportionately impacted by the COVID-19 pandemic, by addressing issues of food insecurity, improving nutrition, and supporting local agriculture in San Diego County.

  • Good Food Purchasing policy adopted at Escondido Union School District, Oceanside Unified School District. County of San Diego approved $1M for sustainable food purchasing and continued efforts underway to adopt Good Food Purchasing.

  • In 2022, the San Diego County Board of Supervisors unanimously voted to support the first MEHKO permitting pilot program in the state. Now legal micro enterprise kitchens are allowed in San Diego County. To date, there have been over 40 MEHKOs since the program started. We will continue to work with partners to return to the San Diego County Board of Supervisors in early 2023 to ensure this program becomes permanent.

  • In November 2022, City of San Diego voters passed Measure B which will allow …. This is a step in the right direction as the original law was implemented in 1919 which subsidized single family homeowners waste hauling services.

  • Urban Agriculture Incentive Zones approved by City of San Diego and City of Chula Vista for use of private land for agriculture/community gardens

  • Food systems measures included in Climate Plans for County of San Diego, City of Oceanside, City of San Diego, and Regional Decarbonization Framework

  • San Diego Municipal Code updated to enable community composting enterprises within City of San Diego’s franchise hauler system

 

State & Federal Legislation

  • SB 907 was signed into law by Governor Newsom in 2022. We continue to join state coalition partners to seek full funding in the state budget for implementation.
